What rammed home the visual similarity for me was the Rogal Dorn yellow, and the helmets flipped up à la Space Crusade.

Heh. I loved those space marines. I doubt it’s a deliberate homage, though. I think it has more to do with both Doctor Who and Games Workshop taking a lot of clues from the “Grim Dark” sci-fi comics of 2000AD. Then again, you never know.
I’d say less homage to Space Marines and more inspired by everything else that’s inspired by Space Marine.
A common ancestor with something like the Nort Troopers perhaps?
Look more like new mantic corporation troopers to me!
Try persuadiung Mantic to call a character Sergeant William Bailey.
